Major Policy Boost for ADAS: 8 Departments greenlight the Era of Level 3 Autonomous Vehicles

On September 13, the Ministry of Industry and Information Technology and seven other departments issued the Work Plan for Stabilizing Growth in the Automobile Industry (2025 – 2026), aiming to achieve the expected economic development goals of the automobile industry. The plan clarifies the overall requirements and main objectives, and proposes a series of work measures and safeguard measures, as follows:

  • Overall Requirements: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of relevant Party meetings, adhere to the general principle of seeking progress while maintaining stability, vigorously develop intelligent connected new – energy vehicles, expand domestic consumption, improve the quality of supply, optimize the development environment, deepen international cooperation, and contribute to the sustained recovery and sound development of the national economy.
  • Main Objectives: Strive to achieve about 32.3 million vehicle sales in 2025, with a year – on – year growth of about 3%, among which the sales of new – energy vehicles are about 15.5 million, with a year – on – year growth of about 20%. Vehicle exports maintain stable growth, and the added value of the automobile manufacturing industry increases by about 6% year – on – year. In 2026, the industry will maintain a stable and good – developing trend, and the industrial scale, quality and efficiency will be further improved.
  • Work Measures
    • Focus on Expanding Domestic Consumption: Accelerate the market – oriented expansion of new – energy vehicles, step up the pilot project of electrifying vehicles in the public domain, and carry out rural promotion activities. Increase the intensity of promoting automobile consumption, support trade – in, optimize purchase – restriction policies, and improve second – hand car transaction measures. Promote the industrial application of intelligent connected technologies, carry out the pilot project of “vehicle – road – cloud integration”, and conditionally approve the production access of L3 – level vehicles.
    • Continuously Improve Supply Quality: Stimulate demand through technological innovation, break through key technologies such as automotive chips, and cultivate brands with international competitiveness. Lead the improvement of quality through standard upgrading, promote the development of key standards for new – energy vehicles, and strengthen industry supervision. Ensure the stability of the industrial chain and supply chain, carry out the work of large enterprises “issuing lists” and small – and medium – sized enterprises “answering lists”, and give play to the role of the monitoring platform. Accelerate the digital and intelligent transformation of the industry, promote the application of artificial intelligence, build intelligent factories, and cultivate digital service providers.
    • Optimize the Industrial Development Environment: Improve the infrastructure system, optimize the layout of charging and swapping facilities, and promote the construction of hydrogen – energy infrastructure. Optimize industry management policies, promote the reform of production enterprise and product access, standardize the OTA upgrades of automobile enterprises, and improve the enterprise exit mechanism. Regulate the industrial competition order, strengthen cost and price monitoring, and rectify network chaos. Strengthen the management of scrapping and recycling, and improve the recycling and utilization system of power batteries for new – energy vehicles.
    • Enhance the Level of International Openness and Cooperation: Promote the quality and efficiency of automobile exports, and guide enterprises to make overseas layouts. Improve the financial service level of automobile exports, and encourage financial institutions to provide support. Improve the logistics and transportation system, and optimize the transportation supply. Deepen multi – level cooperation between China and foreign countries, and take the lead in drafting international standards and regulations.
  • Safeguard Measures
    • Strengthen Overall Coordination: Give full play to the role of the inter – ministerial coordination mechanism for the development of the new – energy vehicle industry, and study and formulate a support policy system.
    • Strengthen Operation Monitoring: Build a central – local coordinated monitoring and early – warning mechanism, strengthen the monitoring of key enterprises and fields, and help enterprises solve difficulties.
    • Strengthen Talent Cultivation: Compile a talent demand forecast report, establish a talent list and database, encourage joint cultivation, and increase the intensity of talent introduction in key fields.
